If the answer is no, they can't access roofs of many rowhouses, 3 story townhomes, and many 2 story homes. Some inspectors have ladders to access only the lowest roof surfaces (if even that). Currently in the state of Maryland, all that is required to be a licensed home inspector is a high school diploma, one class, and minimal general liability insurance. Few have been ASHI Certified for a decade, or more.
